The power and authority that current regulations confer upon the Rector have been delegated to the Manager in these specific areas:
• Organization of economic and financial actions of the university.
• Administration and management of university assets and the university budget.
• Drafting, implementation, liquidation, and closing proposal of the budget, as well as the university’s annual accounts.
• Formulation of distributive models on economic matters and monitoring of economic aspects of the various services, as well as centers, departments, and institutes at the university, in collaboration with the Vice Rector for Faculty.
• Monitoring of long-term university financial planning in conjunction with the delegate of the Rector on the matter.
• Preparation and updates of university inventory.
• Preparation of the general accounting report.
• Preparation of long-term programming proposals.
• Power to authorize and disburse expenses and process payments within the scope of its competencies, and in particular:
• Economic and financial power to authorize, arrange, recognize obligations, and make payments for amounts inferior to 500,000€ (VAT included), except for those related to Capítulo I that refer to university personnel.
• Signatory to bank transfers and checks to cover budgetary expenses.
• All actions inherent to administrative contracting that legislation on matters of administrative contracts confer upon the Rector as contracting authority, without prejudice to the limitations that legislation or UMH regulations establish, for supply, consulting, assistance, and service contracts for amounts inferior to 500,000€ (VAT included).
• Economic management of collection rights of any kind, especially the authorization of debt installments, cancellations and settlements of debt, returns of fees and other undue revenue, tax incentives, and cancellations of rights.
• Management of university staff.
• Disciplinary code for university staff, with the exception of imposing sanctions deriving from it.
• Preparation of the annual university staff budget proposal.
• Resolution of administrative situations concerning civil servants and contracted staff.
• Provision of university jobs and transfers of university staff.
• Relations with representatives of university staff.
• Organization of university administrative services, establishing objectives and lines of action.
• Signing, on behalf of the Miguel Hernández University of Elche, of contracts, agreements, and pacts on matters within its competencies.
